Query on dependant visa

Hello,
I am currently working in UC457 visa and would like to bring my spouse. If I initially bring her in tourist visa, can it be converted to a dependant visa from here or can the stamping be done from australia itself while the tourist visa is still valid.
please let me know on the same.
