Query Regarding HSMP for diploma holder!!!

Hi,

I have done diploma in Elec & Comm Engg, MCSE, CCNA with 6 years of work exp Project Management for Telecom/Billing, monitoring & delivery of Projects, Team Handling and Operation Management.

I wanted to know if i can apply for HSMP and also if i come to UK on dependent Visa, then can i still apply for jobs with these qualifications.
