Query regarding maintainance fund?

Hi Gurus,

I am about to file application for myself and spouse.As per the current rules i need 2800+1600=4400 GBP only in cash in my saving or current account. In INR it requires 3 lakhs as the min balance for last 3 months. I have presently rs 1.5 lakhs in one
bank saving account(my salaried a/c) and Rs 80000 in another bank saving account which is an income from other source ie(rs 13000 getting per month from builder as per no pre EMI option on behalf of a flat i bought). My spouse a/c is also having min balance of 1 lakh (salaried,but min balance not maintained from last three months). My query is:

1.I have sufficient amount to prove my fund presently on above basis but its not the min balance for last 3 months.Can i apply now?
2.Can i take a personal loan if i can't prove my other source of income and file the application?
3.Can i also make my VISA fees of rs 60000 from the same fund during filling application?
4.During the period of visa processing till my passport is reserved and i get the VISA stamped, can i spend my saving amount on other requirement?
