There is a difference between "allowing a visitor to live temporarily" and "allowing someone to live permanently". The latter would require explicit permission from the owner of the property.
Life isn't fair, but you can be!

it is ironic and unusual because my girlfriend is a full time landlord and she owns many properties, but they all have tenants as she is a buy to let investor.I guess we need to get that letter form housing association somehow because it seems to be the only way :(
Its a bit ironic that your girlfriend is living in a housing association property with her family, but at the same time she has many properties which she lets out. I thought Housing Association properties were for people on low income and who don't own their homes.

If the HA find out your girlfriends owns many properties, I wouldn't be surprised if they evict her from the property.

As for the accommodation report for your application, the- chances of succeeding are much better if your girlfriend sends a report on one of the properties she owns and where you may reside in the future rather than a HA letter. Remember your GF has to have a property available for you on arrival, not at time of your application
