Question about application status

I contacted the HO today and was told " your application is still under consideration". Does anyone know what the HO means when they say this? Is it just a generic reply to enquiries about application status, even those that are still waiting on the queue? or does it actually mean that there's a caseworker actively working on the application?

A friend called home office and they said the same thing and guess what he received his passport next day

They are lazy to update the record on time
