Question on spouse visa

Good evening everyone ,will like to ask a question on behalf of my sister .she is on permanent residency in the UK ,but her husband once applied on visit visa and was banned for 10yrs in 2007 on fake documents ,now his wife who is on ILR wants to apply for spouse visa for him.will he be granted spouse visa as he was once banned for 10yrs .thanks

What is the basis of her ILR (work visa; EEA citizen, etc-that may be relevant)?

She got her ILR on EEA route ,so she has permanent residency on EEA basis

And is she an EEA citizen herself?

No she is not an EEA nationality.but she is under family member of an EEA nation but divorced now with permanent residency
