Questions about Civil Partnership

Hello, everyone. My friend has some quetions which he desparately needs answers for.

"I have a question about Civil Partnership. If we decide to tie Civil Partnership, does it affect our financial situation? For example, he has a house here under his name, he has higher income than me...Will these belong to us together? Will the council asked us for a jointed account or similar things?

I have asked a lawyer about immigration as spouse visa( same sex partner). His charge is 1000 pounds, is that reasonable?"
