Questions about documents for marriage.

Greetings, sorry if this is the wrong forum, I'm new to the site.
I have a couple of questions, as I've tried calling the British Embassy in Tirana but I get automated messages.

My British girlfriend of 2 years is coming to Albania to live with me, and we eventually want to get married.
We need information on documentation she needs.
I've seen various pages saying that she needs CNI, and a certificate of birth, which she needs to translate and noterise in here.
That's alright, but what we need to know is that can you get the required documents in the British embassy of Albania, or does she need to go and get it at her register office in England?
If she does go at the register office, how much time does it take to get the needed documents?

I'm not asking to get a Visa for England. Rather for her to get an Albanian Visa by marrying me.
