reference query about MN1 Form

Hello sir/madam,
I am applying for my baby' citizenship MN1 form. who is 1 year old, however I am unable to get the referee as stated in form MN1.
I contacted the Health visitor and GP and they refused to sign. I am lost and do not know what to do.
I have one reference from Engineer but wondering for 2nd reference.
Is it ok to take sign from Health care assistant( HCA). He knows my baby professionally. but HCA is not in the list.
Is it ok to give both personall reference?
Would anyone please advise.

Any professional referee should suffice, especially if this is a s 1(3) application. HCA should be ok.
