List of acceptable professional persons:
http://www.bia.homeoffice.gov.uk/siteco ... iew=Binary

A section 1(3) application is a legal entitlement and cannot be refused for this reason. So if you really cannot find a referee, apply anyway.

(you might want to find a new doctor, however).

I dont understand how these people are so unhelpful.
What is their problem, all they are doing is saying they know you.
And for goodness, a 2 year old will have not been able to get into any trouble.

Since they are under age 10 they are not subject to the good character requirement.

The prior Guide bascially said if you are 10 and under to disregard.

Just get the two best referees you can get.

Updated; You can also e mail the Home Office. Ask them exactly this;

"I am submitting Form MN1 for my children ages ___. The Nationality Guidance states they are not subject to the "good character requirement," because they are well under age 10. Do I still need to submit referees?"

They will likely reply that you can omit that section.

Print the e mail, cross out the section and submit.

Cheers!!
