PR refused help plz

my turkish husband applied for pr after his 5 year EEA spouse visa and was refused as i was not a worker, job seeker or self sufficient which is fair enough i left work to care for my disabled father and our eldest son. I had read somewhere about applying on the basis of being a carer so we did that but was refused. When talking to the HO the girl i got through to said she didnt understand as getting a payment for caring for someone and getting taxed on it was classed as a job and to reapply stating this....

can we get csi on it's own or do i NEED a job as well as csi, one that suits the hours in between caring for 2 disabled people
can anyone recommend csi companies as i know there are a lot of them about and some are not accepted by the HO.
Can anyone that currently has csi give me a rough idea of cost (2 adults&3 kids) i have been looking and it's like car insurance all over again from starting in the 100's and going over the 1000's

It may help if you state your activities.

If you were receiving carers allowance for providing service, that is self-employment under EU law, as you were a service provider, therefore the refusal may well be wrong in law.

hi thanks for reply i provide care for my father ie washing/dressing feeding him making sure he is safe gets his meds and take him to all doc/hospital appointments my son is pretty much the same only lesser hours as he is in school i receive carers allowance for this which i pay tax on

is receiving carers allowance classed as working? even though it is a benefit, i do get taxed on it as its a taxable benefit
