Reg tier- 2 Allowances e.g London weightage

Hello every one

I am switching from tier 4 to tier 2 outside the country.I just want to know that does it affect my current tier 4 status. do my sponsor need to pay me allowance such as London weight age.As my salary is just above the 20,000.
can some one please shed some light on it are allowance essential part of salary requirement.
