Regd. Stamp4

Hi all,

I am on green card and which expired in March 2010.
Normally when we finish 21 months with the employer they will issue stamp4 but
when I went for the extension they referred me to DETE saying I did not complete 21 months with My employer and stamped my passport for 3months(As I joined my employer after 5months of issuing of my green card)
So I have send my documents and application form to DETE and they have sent the letter saying they are satisfied with the documents and told that I am eligible for stamp4.
When I went to GNIB again with this letter in April ending the guy told me that you did not finish 21 months and told me to come on 16th June and took my GNIB card back as it was expired and told that no need to pay 150 unncessarily for this 1 1/2 month so they told that they will give the GNIB card on the same Jun 16th
So now my question is I am travelling this weekend and want to go to GNIB on 8th June(a week before ) Do they issue the stamp4 before a week?I need my GNIB card for travelling so what could they do plss suggest.
