Registration for minor on Indian Long term X visa

Hello friends,

Today I got a X-visa (valid for 5 years) for my 15 month old son.

In the Endorsement section, following is written:

Registration is required within 14 days of arrival in India for Visas Valid for more than 180 days
Not Valid for Prohibited / restricted and Cantonment areas
Tourist Visa Non-Expendable / Change of Purpose Not Allowed


I am now confused as I was under impression that under 16 (minors) are not required to register. Is my 15 month old is special case and needs to register?
