Rejection of Private Life visa extension

Hi all,

My brother received his Private Life visa in 2019 under the 'is over 18 and will pose significant obstacles for him to leave this country' section (please note that I paraphrased the wording). His visa renewal is due November 2024.

My question is this: is showing employment necessary? Is there a chance his visa renewal will be denied due to lack of employment?
