residence card

as someone request to reexplain
i have been maried to eu citizen in 2004 i applied first for family member card been denied reapply and finally got it in 2007 for 5 years should end in 2012/
-- in 2009 i got divorce after 5 yers marriage all spend in uk i got kids wz british citizen .
--as i got 5yers marriage should i need to inform the home office for my divorce depite been havin more then 3yers marriage
--second question my family member card expire 2012 and i already been marriage for 5 years in uk with eu citizen can i apply now for permenat residence rather then wait until 2012
