UK residence permi and European visa (short visit)

I have UK residence permit for 5 years and I want to visit Beljium, Do I need to apply for the Visa.

If your nationality normally requires a visa to visit Belgium as a tourist then the possession of a UK residence permit has no effect on this, you will still need to get one.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
