Right of Abode for mom

My Mum has been waiting for her ROA certificate in her Australian passport for 5 months. She’s very worried. My Dad who is English has Alzheimer’s and he’s deteriorating and as a family we desperately want to take him to France before he forgets everything. We have never received knowledge of the application although it has been signed for so we know it arrived. Is there anyway she can apply for a fast track application based on medial grounds?

Where did your mum apply from?

How does she qualify for right of abode?
