UK right of abode renewal

Hi
My brother was Indian citizen born on 1985 having ROA under section 2(1)(a).
He was granted ROA through court decision in 2013.He worked in UK for continous 4 years.
Currently he is in India,His passport will expire coming month.can he renew ROA from India.

Yes, provided that they have no new issues to question the previous court judgment.

Why did they previously doubt his British citizenship?
