Right of Abode

Does anyone know, can an Indian citizen born in India who is also British by decent (say, because one parent was a British citizen), but who has never travelled as a British citizen and never had a British passport, legally (from the Indian government's point of view) obtain a Certificate of Entitlement to Right of Abode in their Indian passport without jeopardising their Indian citizenship.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.

I think based on previous discussions on forum, that this is probably the case. But I would have thought most would prefer to have a British passport + PIO/OCI instead.

The ROA Certificate would only be of use in the United Kingdom - nowhere else.
