Rights and responsibilities of a NON EU family member

Could you please advice me the following regarding Rights and Responsibilities for:

Family members who are not EEA or Swiss nationals

The Family member arrived in the UK legally, under the EU Directive 2004/38/EU, applied and was issued by the UKBA RESIDENCE DOCUMENTATION (Resident Card) valid for 5 years and endorsed:
Residence Card of a Family Member of an EEA National. NO OTHER CONTITIONS HAVE BEEN APPLIED, expecially there is not any condition stating: NO RECOURSE TO PUBLIC FUNDS!

The family member has a National Insurance Number, working continuiously for more than 2 years and is still employed, paying Tax and NI contrubutions.

Could you please let me know what are his/her Rights and what type of Benefits can legally claim, IF some day in the future becomes Unemployed?

I have been reading the UKBA page about Public Funds http://www.ukba.homeoffice.gov.uk/while ... blicfunds/
but still can't understand correctly to what benefits may be entitled to apply if this person becomes Unemployed!
