Romanian passport renewal in UK

My husband is applying to renew his Romanian passport and has been told I have to go with him in person. I have already had to scan and email my ID documents which I was uncomfortable doing. Apparently they can't explain why via email, or answer the phone. I have filed for divorce anyway so see no reason why this is required to renew his passport. Can anyone shed any light on this as travelling an 8hr round trip as I can't go to my nearest Embassy seems pointless.
