Rule change- Is it sure on march or can it happen before too

Hi I am applying for extention of my HSMP in february first week as my present HSMP expires on March. I am waiting for my last month bank statement I will get it only by January 31st

I am really scaring about the rules changes which is going to happen

Are we sure that it changes only on March? Or any chances that rules will change on February itself?

if it changes before my application and if it disqualifies me I will loose my extention at last minute
