"The spouse of a national of one of the Schengen countries should apply at the Embassy of his/her spouse's nationality. For example, the spouse of a Portuguese national should appy at the Portuguese Embassy even if the destination is another Schengen country."
So basically they are saying if you are spanish and your partner is a non eu citizen living in london and you want to go to sweden for a holiday for example you will have to apply at the Spanish Embassy even though your main destination will be sweden?
