Schengen visa

I am a british citizen thats wants to call his spouse on an accompany visit visa from Pakistan to Denmark. Question I have is that once I have received the visa and have accompanied the spouse to Denmark, Would i be able to travel to other schengen countries and work their and exercise my treaty rights their. I have chosen to apply at denmark as one can get his visa quick without hassle. I would then be looking to move to belgium where i can get a job fast and accomodation.

1) can i travel to belgium from denmark and exercise my rights their?
2) after exercising my rights can i then apply for resience card in belgium?

Or would i have to go denmark and exercise rights their and then apply resent card their only. Belgium don't give enough information on how to apply spouse visas under directive 2004 and refuse many applications, hence my reason to apply at denmark.
