Let's see how this works out. My guess is that they are following the Canadians.

i.e. You can either apply for Canadian migration directly to the federal govmtn OR you can apply as a "Provincial Nominee".
However, that's only the 1st step of getting approved, you still would have to clear the federal security & medical to be granted immigration.

So, lets' see...

This is the only part of the new scheme that has yet to really be explained. I'm not impressed so far with the Scottish Executive's new services for migrants, so while it's an interesting political aside to the overall debate, I'm not confident much will happen on it anytime soon. I would however LOVE to be proven wrong on this.
