I believe your daughter cannot have british citizenship until you gain yours bec you did not have your ilr status when she was born so she will only be your dependant under your ilr.

I believe you can self certify but only after you have shown that you tried to get the letter from your ex-employer and they were not willing to oblige. See below link:
