Do not think point 2) is correct. It may well be the case that postal application receives different acknowledgement (I doubt ) but while submitting in person in HCI, the receipt I got definitely had File (Acknowledgment) No. and many people have used that number to successfully track their applica...

When u surrender ur passport they cancel passport and give it back
