After calling their paid service and visiting the local VFS global office. They told me to email the administrative review notice to manilavisafeeback@fco.

Is that the normal process for the Administrative review elsewhere ?

Got my visa refused. I plan on submitting for adminstrative review. however, the notice did not contain the address to which I should mail my documents. will wait for 90-days. Thanks guys.

Point 3. After going through their basic sample tests for CEFR level B1. It looks like they want to test if the applicant has basic English knowledge. The level I believe is below GCE A-Levels.
