You are all getting screwed by the French, or at the very least they are being needlessly difficult about this. 1- TLS is optional, you can apply directly at the embassy with zero costs of any kind, an appointment must be given within 2 weeks of the request (article 9.2 of the Schengen code on visa)...

Appeal, complaining with the embassy, foreign affairs, Solvitm EU Commission (Home Affairs) etc. can all be done at the same time.

As far as translating papers goes, the Dutch authorities accept documents written in Dutch, English, French and German. So if the documents you use to apply are in any of those languages or translated into any of those languages, you should be fine.
