Three more questions then.

1. Can she apply for T2G without leaving the UK?
2. If not, does the 1 year cooling off period also apply for switching from PBS dependant to T2 General?
3. Can he (the current T2ICT holder) switch to PBS dependant within the UK?

Yes, you will be eligible to apply after 5 years on Tier 2 and it's best to apply before Apr 2016 as the rules will get tougher (£35K minimum salary rate). This is not 100% correct, is it? If the child is born outside the UK to a British parent (or parents), the child is automatically "British by descent", and there is no way to give him/her "British otherwise than by descent" status.
