Once you have submitted your UKVI application online, it will automatically register you to UKVCAS. You can't register separatley. Also, people were able to apply standard applications. That means they were also able to register on UKVCAS as well.

Hi Friends, I submitted my ILR Set (O) (Tier 2 Gen) application by the end of April,2020. I got a mail from the Home Office to send my documents by mail after 3 weeks in May. I sent the documents as well. I haven't heard from them anything so far. I don't have any appointment for biometrics as well....

You said they have to apply for 3 years extension. But, they will be as Tier 2 dependants for 7 yrs. I think the maximum is 6 years. Sorry for my ignorance. There is NO 'maximum 6 years' for PBS Dependents. The 6 year limit applies ONLY to the main Tier 2 General visa holder. Can they just ask for ...
