Can my uncle's mother-in-law (The mum of my uncle's wife) be someone to countersign my passport application.

I feel she is a bit distant not as close as my uncle for instance or my cousin

Once your sponsor has COS put in an immediate new application. You are not an overstayer as you are still within your appeal period and still within the 28 days grace period after visa expiry.
