Wanted to know whether the £650 cost of living payment can be claimed without breaching visa conditions.

We claim Child/Working Tax credits jointly with one partner British and the other partner has NO recourse to public funds.

Also looks like Warm Home Discount is gonna be automatically applied to people on certain benefits like tax credits.

Me and wife are claiming Child and Working tax credit jointly so looks like this will be added.

Is this also a Public fund?

That £326 could be your Cost Of Living payment: part of the £650 for those on UC on a certain date? If it is, that will not affect your wife's visa extension.
