It might be worth keeping your EEA BRC till the end of December if you plan on using it to travel to an EU country.

Surinder Singh family members were never included in the withdrawal agreement negotiated by Theresa May. EU law still applies to the UK until Brexit day and there should be no problem as long as the return is before 31st October. I hope this will be the case as we have a planned holiday to Portugal at the end of September and Mrs is relying on her EU residence card for entry.

You need to be in contact with the mainstream influential newspaper editiors like the Guardian, Independent etc...

With the Brexit date being put back again its looking unlikely by the day the UK will leave the EU. The Home Office probably acknowledge this and are looking to wrap up the scheme soon hence not bothering with Surinder Singh applications. Just a thought.

It appears a Surinder Singh application has been made online despite the Home Office stating a paper application has to be made instead. Where a previous biometric residence card has been issued it makes no sense to require applicants to make a paper application especially if they are not going to require evidence of residence in another EEA state. I don't think they have fully thought it through and may make changes to their policy....
