(i) the letter from the agency should be sufficient; doesn't even matter that much if you're providing other evidence like bank statements etc. showing you two are living together (ii) according to their internal instructions you should get a COA with the right to work as you've been issued a Family...

I remember looking at an FOI query where they claimed they aimed to process the application at Durham in 5 days then send it (document transfer time not specified) to Liverpool and process there within 5 days. That'd be two weeks + a bit for Durham-Liverpool transfer + a bit for Royal Mail being slo...
