HI, you need to visit INIS Main Office in Dublin and meet with GNIB Supervisor, also involve Solvit , otherwise your local Garda will drag it, also involve your local TD, Whats your local Gardri Name? its quite illegal to refused to implement INIS decision. I think Child Application will not affect because of mother visa status.

One of my Sibling have same case like yours. He applied for child registration while his ex-wife was illegal in country.

You can relay on Surinder Singh Route, you need to provide maximum evidence that you and your partner lived and work or study in Italy and now coming back to UK.

I think you can file appeal, i know you dont have right of appeal however you can still file an appeal and mention about new case ( Court of Appeal) and they will hold appeal until and full judgement will handover.
