When asked Kent council , NCS team told me the following 1.There is no need to fill Section for referees in the passport form ( No more referees on passport form , if you applying AN+Passport) 2. @kapszone, AFAIK - the merger of the two schemes has been announced but not yet implemented... but I can be wrong (though quick look @top 5 results for 'pio oci merger' from Google indicate that it has not been implemented).
