As an American citizen, your spouse and child do not require Irish visa, so they will be allowed into country. Your spouse will have to register for stamp 4 as she did previously.

Apply Irish passport for your child (either from Irish embassy in US or once you are in Ireland).

right, I think she need not register with FBR. if you have all the documents, Irish embassy in Canada should issue Irish passport. if you have children and want to apply for Irish citizenship for them, then they need to register with FBR.

write to GNIB, they will issue a letter with dates on which stamps were issued. This letter is acceptable in lieu of stamp 4 photocopies
