the registration under WRS is one of requirements to prove you legally worked (exercised EU treaty rights) in UK. Without it HO won't consider you as settled.

Sorry for the long reply. I've sent email to AppointmentExceptions@homeoffice.gsi.gov.uk and they forwarded it to NationalityBiometrics@homeoffice.gsi.gov.uk and it was sorted in around 3 weeks time

I think the most important news is that the refusal rate jumped from 6% in previous quarter to 15% in this one. Not good news.

It was ok - it didn't matter for the people from learning center. Will see if for home office it won't matter as well

I have just done a web search on the official name with the funny character. As an alternative, it is listing the town as WROCLAW as the symbol seems to closely resemble an L. On the other hand it doesn't make sense what the guy from call centre suggested - If was born in China , and my birth town would consist only out of chinese symbols then would I have to leave the whole field blank?

I called the call centre and they said that instead the foreign letter I should put in "space".
So instead of WROCłAW i need to put WROC AW. Will that be enough - I don't know.
