So, as I understand it, your cousin has never traveled outside the UK as this is her first Pakistani passport and she has not got a British passport. You’ll need to send: your valid passport or travel document - if it wasn’t issued in the UK it must have immigration stamps to show you’re living here , or you must have a previous right of abode certificate That is to prove that she is in the UK legally. the passport states the issuing authority as Pakistan but she applied for it in Bradford. A foreign passport issued in the UK will always state the country as the issuing authority as the embassy/consulate are representatives of Pakistan.
