Well, according to IDIs Ch 7 Sec 3, clause 5.2.1, family members don’t need landing card except person is admitted on a Code 1A.
But information is too old (July 2006),

First stage is Solvit then EU commission

According to your case, most likely Solvit will not be able help you, might be just raise concern front of UKVI.

I got answer from wizz air and ryan air, but no idea how their staff will act on airport.
Ya apply online but need to go for biometric personally, and spend couple of nights at hotel if they agree to issue visa in 48 hrs otherwise come back home and and later again send passport by courier to visa issue on it.
