Same boat. Mine is different or slightly better.

Residence Card expires in July 2014 , same time I qualify for Naturalisation. so no issues with travelling etc.

Still not decided on waiting for naturalisation or applying for confirmation of permanent residence.

There is no requirement that the brother has to be dependant on the Union Citizen. Dependancy or member of the same household as the spouse of the Union citizen , should suffice for that purpose. I think you can qualify if you show proof of financial dependence.Proof your brother is dependent on you and your EEA wife will do.

Since based on your story, your EEA wife and brother have never resided in the same household for a considerable period.

I am a non EEA Residence Permit Holder.My Spouse is an EEA.

The applicant in question is my sister.
