You can state clearly your reason for applying alone and promising to have your family join you there after. My opinion is that you can apply for the HSMP entry clearance visa (or FLR as it may apply to you) from UK as long as you have a valid residence/work permit irrespective of applying for HSMP in country or out country or when you applied.

It is not of any use including your proof of english requirement since you got your HSMP approval based on the old rules. You will definitely need it when processing your LTR in two years (that is if the rules don't change again). All you need to do now is to prove to the EC officeer that you can su...

You really don't have to claim points for UK experience just because you have a UK degree, it is best you ignore that part.
It is not compulsory you claim all your points as long as the points you are claiming is suffecient to get you accross the 75 points needed.

There are two basic step: Getting the HSMP approval letter and the the EC (HSMP visa). The HSMP approval letter is valid for six months from the day it was approved, hence you will have to present it to the local BHC for the EC within six months. The EC is normal supposed to be for 2 years and has n...

Markie is right,
HO will always get to know your old ref number by using your surname and date of birth, this I believe is the first step taken before entering your information into the database.
In my case, i got exactly thesame ref number as my first application.
