In my opinion, just go register it now before you submit your application. This way you don't have to send an apology letter. I worry that this letter would cause you serious problems especially if you were specifically required to register with the police. Your application could be refused on this ...

Hi,

In page 41 of the application form, you are asked to tick the following:

- Employee Payment Records, original HM Revenue & Customs P45 or P46.

So I assume that if you have P45 or P46, you should certainly enclose them.
