you will definitely wait a few years longer than in Italy - because Citizenship requires you to pay certain amount of tax in the country and live there for a certain number of years.

Third suggestion: Some times there are employees in the embassy which are not aware of the rules - so you can show up there, take a print out of the directive itself (and some other EU documents - plenty are available on internet).
