My decision due date was March 1st. And I got the decision last Friday. It's 3 months overdue.

My EU1 decision due date was March 1. Nothing yet. Mine due date is on Feb 29 so we are pretty much on the same boat. Yesterday I've got a reply on my email: "your application is in the queue to be processed and this Unit will be in touch with you in due course. Sorry for the delay" Not informative...

I heard that they divide the workload between the workers. If your documents went to the slow worker, you have to wait longer. You'd better send a letter by registered post saying you need your passport for traveling or something.

No, you don't. But you need it to get the 5 year stamp 4 if you are renting.

No, we intend to live in Ireland. That's why I'm worried about getting rejected of 5 year visa because of no PRTB letter. What about you? Are you taking ss route to UK?

If unavailable then write to the department informing them that an application has been made for PRTB and once approved, you will forwards accordingly. That will solve the situation for you. Don't worry so far you have provided suffice documents to prove your residence in the state but for any reason if you cannot supply PRTB, you should provide a written statement explaining why, so you can write it and send it to them by registered post.
