Post office people are not well trained and some are just there to cause further delays because they simply dont want to do their job. They just try to delay the process and some post offices dont even send it same day it could sit in there for days before it reaches hmpo so I would advise to apply ...

Yes You can , ring your local registry office and they will be able to book you. It says on approval letter that allow up to two working days so you should be receiving it soon anyway but better to ring them up and book it.

Answer to q1 it happens only occasionally, they might write to your referee it happens so randomly no one can predict.

He cant take you court like this, insurance company simply declined the claim as he doesnt have valid claim in the first place. I think you are thinking too much, even though you paid 2 pcn from your card, there is still no way to prove you were driving that at that time so nothing sits against you in any database. Pcns dont show up against ur dvla you can check yourself by giving your driver's reference number and ni number...

I would advise to wait than rushing and applying.
