9 year old with ILR

My 9-year-old obtained ILR when he turned 7. He was born in the UK and has never traveled out of the UK. Both his parents have Leave to Remain. Can we apply for his naturalisation despite us, his parents, not having ILR?

Thank you for your response.

I confirm it was in time as application was faxed to HO on 27th Feb 2018 to meet deadline and supporting bundle sent on 2 April 2018. Had to chase some documents. It was thus not considered late submission.
