Yes initial application was approved based on that ielts certificate issued in January 2019.

She passed IELTS in B2 CEFR Level in January 2019 which was only valid for 2 years and is now expired in August 2023. Can she still use this cerfiticate which is expired?

Can I check if my spouse needs to give the IELTS test again or if she can use the same IELTS passed with B2 CEFR level certificate date January 2019?

Is it okay to use the same January 2019 certificate for the extension after 2.5 years?

Based on what reason exactly? She's earning, she can pay.

Be aware as previously stated by others that the likelihood of getting ADR granted or sponsoring on a permanent basis for parents are very very slim.
